ADC Celebrates Completion of Carson Commons

[DALLAS, OREGON, January 2026] - Alpine Development Collaborative, in partnership with Polk Community Development Corporation and BDA Architecture & Planning, P.C, is pleased to announce the completion of Carson Commons, a 20-unit affordable housing development in Dallas, Oregon.

Alpine Development Collaborative (or ADC, formerly Geller Silvis & Associates) provided development consulting services for this complex endeavor. The development was made possible by proactive collaboration between seven funding sources: Oregon Housing and Community Services, Oregon Health Authority, Enterprise Community Partners, Citizens Bank, Federal Home Loan Bank of Des Moines, Energy Trust of Oregon, Mid-Willamette Valley Community Action Agency, and Oregon Multifamily Energy Program (OR-MEP). The development was also awarded a Pacific Power Blue Sky grant.

Carson Commons is a new affordable housing development in Dallas, Oregon.

Carson Commons was conceptualized to become an intergenerational community for people who often face high barriers to housing security. The community brings together young adults, seniors, and veterans, and it will be the first home for many of its youngest residents—in fact, more than 50% of units are designated for at-risk young adults, many of whom have recently aged out of the foster care system, have faced mental health challenges, or have previously experienced homelessness.

Mariana Crawford, President of Alpine Development Collaborative, remarked on ADC’s role in this project: “Our mission is to solve complex challenges by engaging the whole community. The completion of Carson Commons is a shining example of how proactive, ground-level collaboration can improve our communities and change the lives of our neighbors and future generations.”

Carson Commons opened its doors in August and the project was celebrated with a ribbon-cutting ceremony. The event brought together development partners, new residents of the community, and members of local and regional government, including Rep. Andrea Salinas, who represents Oregon’s sixth district in the U.S. House of Representatives. The building was fully leased within a month of opening, and the project has been well received in the neighborhood.

Additional services were provided by the following firms:
Civil Engineer: Locke Engineers, Inc.
Structural Engineer: Hohbach-Lewin, Inc.
Contractor: I&E Construction, Inc.
Landscape Architect: Dougherty Landscape Architects
Service Partners: Mid-Willamette Valley Community Action Agency
Historical Exhibit Contributors: Oregon Black Pioneers
